Descentralização para Desenvolvimento - O paradigma democrático em Goa pós-colonial

Abstract

Goa commemorated in 2011 the golden jubilee of the end of colonialism (19 Dec. 1961) and the beginning of its participation in the democratic institutions of India. The administrative decentralization known as Panchyati Raj is an ancient tradition in India, but it suffered dilution and break during centuries of the Muslim and British domination. Following decades of concern about its security and option for centralization, the Government of India opted for greater decentralization and return to Panchyati Raj through a Constitutional ammendment  in 1992, including article 243 in Part IX of the Constitution.

It would be interesting to reflect if this democratic system of a developing country like India could be beneficial for Portugal-
