O Jus Cogens Regional: Um Paradoxo no Direito Internacional?

Resumo
Neste trabalho exploraremos o conceito de jus cogens regional, tentando perceber se é possível e se faz sentido este existir. Primeiramente, faremos um percurso pela noção e características das normas jus cogens. Mais tarde falaremos sobre a posição de vários autores e Estados acerca da possibilidade de existência do jus cogens regional. Conheceremos também os vários problemas e consequências que este conceito levanta. Depois, daremos a conhecer um caso emblemático sobre este tema e ainda a doutrina de Brezhnev. Por fim, iremos expor a posição que adotamos e uma possível alternativa normativa.
