Financiar o ensino superior público com base nos resultados: algumas lições para Portugal
Abstract
O ensino superior português encontra-se numa encruzilhada. Por um lado, é chamado a contribuir para o desenvolvimento económico do país, quer através da formação de mais quadros, quer através da prática de uma investigação de excelência. Por outro lado, dados os compromissos orçamentais, o financiamento que agora é dirigido às universidades é muito limitado. É neste contexto que o atual modelo de financiamento do ensino superior português está a ser repensado. São vários os países da OCDE onde o financiamento tem por base um leque de indicadores de desempenho. Este artigo pretende contribuir para o debate nacional, discutindo a heterogeneidade dos modelos existentes, a partir dos quais se retiram algumas lições para Portugal.
